The Triple Level Triangle
- Top leaders should focus on policy: overall principles that are meant to guide decision-making in the whole of the organization. These principles are often contingent [1] which is why only top leaders can take these decisions.
- Mid-level leaders should focus on process: what happens in which functional team, and what gets delivered from one team to the other in order to guarantee good value for the end-client. Often the most important point here is to stabilize the interfaces between teams so that each can make optimizations internally without causing rupture in other people’s processes.
- Frontline leaders and contributors should focus on procedure: with which steps, or exactly how, a team in a silo delivers the desired result, and in which timeline this is acceptable to deliver.
